Successful projects in the field of renewable energies and energy efficiency respectively are primarily based on the existence of regional structures (e.g. networks), which organise, coordinate and take care of regional players. Based on already existing regional networks, the project is supposed to develop regional market places, where contractors and potential consumers /investors can get together in order to exchange experiences and to find solutions for the use of renewable energies and measures of energy efficiency in new building projects as well as in the renovation of existing buildings. Different methods of establishing such market places are being tested in seven model regions in Austria, Germany, Italy, Ireland, Slovenia, Spain, and in Sweden. In this manner, the local potentials for using renewable energies and measures of energy efficiency in the course of building ventures and renovation shall be identified in the context of this project and the cooperation between investors and consumers shall be initiated in order to realise these potentials.

In the context of the planned market place for renewable energies, producers and consumers are brought together in order to discuss and to evaluate the funding of renewable energies/energy efficient applications. In this case, the potential end user is to be supported in taking into consideration renewable energies/measures of energy efficiency while planning new building projects or renovating existing buildings. The project focuses on rural areas, as the framework of conditions for the use of renewable energies/measures of energy efficiency is basically more positive there than in urban areas. The most important module of this project consists of finally establishing a market place for renewable energies/measures of energy efficiency in each of the seven involved model regions. Bringing together the relevant regional players will lead towards a systematic initiation of new projects in the field of renewable energies/energy efficiency in the respective regions. In this way, not only the demand of “green energy” will increase, but also the use of fossil energies will decrease and a decrease of CO2 will be achieved in the model regions. With the help of the project, the supply of renewable energies and techniques of energy efficiency will also be increased by a systematic survey of the local potential in this field. At the same time, the project contributes to supporting the regional economy and the conservation of air quality. In order to transfer those experiences which were made during the development of such market places for renewable energies/energy efficiency to other regions in Europe, a guideline, a CD-Rom as well as an Internet presentation will be developed in the course of the project. These include the instruments and tools which have been successfully tested in those regions as well as a best-practice-catalogue with short descriptions of the new regional structures and the renewable energies and energy efficiency projects which were initiated.
